    The nature of the presidential mandate during a period of cohabitation depends on the political and institutional situation of the President before he loses his majority and on the balance of forces at the beginning of the cohabitation period (i.e. his responsability in the electoral defeat, the resources and support he can muster). These preconditions determine the status of the cohabiting President. He is neither umpire nor leader of the opposition but holds certain constitutional counterpowers, that he may decide to use depending on the circumstances and on his own political future.

    La fonction présidentielle durant la cohabitation est tributaire de la condition du chef de l’État avant qu’il ne perde la majorité, tant sur le plan politique qu’institutionnel, et des rapports de forces tels qu’ils se dessinent lors de son entrée en cohabitation (part de responsabilité dans l’échec électoral, moyens et soutiens dont il dispose). Ces conditions préalables préfigurent le statut du président cohabitant, ni arbitre ni chef de l’opposition, mais détenteur de contre-pouvoirs constitutionnels dont l’usage dépend de la conjoncture et de son avenir politique.
