  Cohabitation does not deserve the criticisms addressed to it. It corresponds to an interpretation of the letter of the Constitution as well as to the will of the people. It prevents a concentration of power in the hands of the same political family and gives greater weight to the voice of France as it is expressed concurrently by the Head of the State and the Head of the Government. The relationships between the former and the latter are clear and transparent, whereas they were tensed between Georges Pompidou and Jacques Chaban Delmas, Valery Giscard d’Estaing and Jacques Chirac, François Mitterrand and Michel Rocard.

  The only drawbasck is the possible opposition between the President and the Prime minister, should they both decide to run in the next presidential election. The remedy should not be a five-years term but a single term for the President. Such a single seven-years term would allow the President to exercise freely the role of umpire given to him by the Constitution.

  La cohabitation ne mérite pas les critiques qu’on lui adresse. Elle correspond à une interprétation littérale de la Constitution ainsi qu’à la volonté du peuple. Elle évite une concentration des pouvoirs du même côté politique, elle donne plus de poids à la parole de la France exprimée d’un commun accord par le chef de l’État et le chef du gouvernement. Les rapports entre ceux-ci sont clairs et transparents. Au contraire ont été mauvais les rapports entre Georges Pompidou et Jacques Chaban-Delmas, entre Valéry Giscard d’Estaing et Jacques Chirac, entre François Mitterrand et Michel Rocard. Le seul inconvénient est l’opposition possible entre le président de la République et le Premier ministre s’ils sont tous deux candidats à une prochaine élection présidentielle. Le remède n’est pas dans le quinquennat, mais dans le non-renouvellement du mandat présidentiel. Ce non-renouvellement du mandat de sept ans permet au président de la République d’exercer en toute liberté la fonction d’arbitre que lui confère la Constitution.
