Mexico possesses a huge number of small companies that constitutes a big portion of its economy; however, the participation in the economy production system of these small companies is limited, mainly due to structural and technological inadequacies. This situation can be mitigated by using in a better way the government policies and programs, that are generated by the public organizations devoted to economic promotion and regional development; in this paper we propose to create technology transfer systems, which could contribute to the professionalization and development of small companies. An integrate model is exposed by three statements: innovation, business incubation and technology transfer; we use a sample of 20 units in a comparative study to analyze the results of the new model versus the traditional system.
