Resumen de La promoción de la política pública sustentable en México: Del diseño metodológico a la evaluación y desempeño del presupuesto basado en resultados.

  • The overall objective of this study was to determine, identify and critically analyze the theoretical approaches to the analysis of public policies and their relationship to sustainability in the central Mexico region 1976-2008 period. We start from the program budget (PPP) that has its origin in 1976 to support national planning, where programs that were fixed targets and costs were designed, to the institutionalization of the Performance Evaluation System (SED) in 2008 to implement the Performance Budgeting (PBR).

    The instruments are designed and implemented in the urban -regional planning have been important to address the improvement of quality of life, but insufficient to promote land and environmental management supported by a balanced and sustainable system. As regards the Mexican reality highlights the seven major stages of public involvement in the planning of development during the period 1915-2006 (Sobrino, 1993 and Carrillo, 1998) and analysis of sustainability from the existence of economic, social , environmental, institutional and technological dimensions (Natalichio, 2007). In that sense the achievements reported in the implementation of sustainable public policies are very limited.
