Resumen
The objective of this research is oriented to the diagnostic towards strategic planning as a basis for the development of a specific methodology as a tool for making decision for micro financing, small and medium- sized manufacturing companies in the state of Tlaxcala. This tool will enable MSMEs to diagnose, manage, operate and manage their financial resources and financial efficiency. This way it will be possible starting from diagnosis to direct them towards an efficient management of these resources, based on the mission, vision and objectives of the company, to help with proper financial planning and develop a method for making decisions based on their financial and accounting system for easy operation. The tool is based on the selection of financial indicators, building a system that allows operating the proposed methodology, so it should be the main features that is easy to use by the user, that is practical and fashion developed with the needs of the environment, and using as a platform interface database that allows interaction between the user and the system.
