    La discusión se inicia observando las diferentes percepciones de la palabra escrita que muestran los círculos dirigentes del continente, formas de percepción que se podrían distinguir entre quienes confían en lo que se podría llamar ilustración y los que creen en la importancia de desarrollar la cultura. Luego el texto reflexiona sobre los caudillos que pueblan nuestra historia, y la lucha que éstos representan en contra de la reflexión y el alto pensamiento. Reflexión y pensamiento que, por otro lado, no deben olvidar las voces de los hombres de la tierra, pues un simple gesto de éstos derriba los sueños de la razón. Sueños construidos sobre una quimera, pues volviendo a la distinción inicial, tales sueños nacen de una confianza ciega en la ilustración y olvidan el carácter integrador de la cultura. Consideraciones que llevan al texto un esbozo de estrategia para desarrollo cultural de nuestras naciones.

    The discussion begins by observing the different perceptions of the written word on the part of the leading circles of the continent, forms of perception that can be distinguished between groups that confide in what could be called the enlightenment and those who believe in the importance of developing culture. Then the text reflects on the caudillos that populate our history and the struggle that these represent against reflection and thought. Reflection and thought that, on the other hand, should not forget the voices of the men who work the land, since one simple gesture from them can bring down the dreams of reason. Dreams that are constructed on a chimera since, returning to the initial distinction, such dreams are born of a blind confidence in the enlightenment and forget the integrating character of culture. These considerations bring to the text an outline of development strategies for our nations.
