The article looks into the goal of China to develop an initial public offering (IPO) registration system. The two-stage working plan set out by the China Securities Regulatory Commission (CSRC) for an IPO system reform are identified. It explains the IPO registration concept and discusses the challenges to the implementation of an IPO registration system. Also discussed are pre-conditions for an IPO registration system and the civil and criminal liabilities for disclosure violations.
