  • The article views that qualitative deficiencies in corporate governance, rather than inadequate capital reserves, might contribute to the vulnerability of European banks in future stress tests. Solutions are suggested if stress testing of holding companies will be a regular exercise in Europe, including the creation of a governance framework as well as a single stress-testing program board. Also pointed out is the need for banks to enhance their capital planning and risk management practices.
