  • The article assesses whether banks will implement the Volcker Rule globally. The opinion of David Sahr, a partner at law firm Mayer Brown, on the potential for foreign banking organizations (FBO) to opt for global compliance programs given the complications and expense of complying with the rule is stated. The impact of the rule for smaller banks, particularly in proprietary trading, is noted.
