  • The article reports on the issuance of a circular on foreign investment rules in Vietnam by State Bank of Vietnam. Topics cited include the need for foreign investors to open a direct investment capital account (DICA) to be able to participate in business cooperation contracts and foreign invested enterprises, use of DICA in making a deal with foreign loan transactions, and other provisions of the Ordinance on Foreign Exchange Control of Vietnam.
