    Whitehall-imposed cuts on local authorities in England, according to a Joseph Rowntree Foundation report published this spring, broadly resulted in a real terms budget slashing of some 27 per cent between 2010 and 2015. And some areas - such as planning and discretionary social care - were scythed by 45 per cent.
