    El municipio como nivel y estructura de gobierno dentro del sistema federal mexicano es parte importante y trascendente en la vida de los gobernados por la cercanía, el contacto directo y el impacto inmediato de las diversas acciones y obras de gobierno que se realizan u omiten, bajo dicho contexto e importancia, el presente ensayo parte de un análisis histórico-jurídico del municipio veracruzano documentado en los diversos ordenamientos en la materia que a partir de 1840 tuvieron vigencia. Continúa con un análisis en algunos de los aspectos que introduce y reglamenta la actual ley orgánica municipal; para finalizar con los retos y perspectivas que desde la visión de la autora se presentan en las vertientes de: democracia y gobierno, eficacia en la administración, fortaleza hacendaria y distribución territorial.

    The municipality like level and structure of government within the Mexican federal system is important and transcendental part in the life of the governed ones by the proximity, the direct bonding and the immediate impact of the diverse actions and works of government that are made or omitted, under this context and importance, the present writing begins with a historical-legal analysis of the documented veracruzano municipality in the diverse orderings in the matter that from 1840 had use. It continues with an analysis in some of the aspects that the present municipal statutory law introduces and regulates; in order to finalize with the challenges and perspective that from the vision of the author appear in the slopes of: democracy and government, effectiveness in the administration, hacendaria strength and territorial distribution.
