Galicia conta con 315 concellos, dos cales, 102 teñen un intervalo de poboación de 2.001 a 5.000 habitantes, o que amosa o peso específico que estes organismos teñen no conxunto da comunidade autónoma, e permite formular o reto de que a súa correcta estruturación e xestión repercutirán positivamente no conxunto de Galicia. Esta será pois, a misión deste traballo, concretar unha proposta de mellora deste concello prototípico, plasmada nun plan estratéxico e de dirección, co obxecto de optimizar os recursos e mantendo un nivel óptimo de eficiencia e eficacia dos servizos prestados. Para abordar o traballo, primeiramente faise un diagnóstico estratéxico desa administración local tipo, describindo as funcións que regulamentariamente ten encomendadas e analizando as debilidades, ameazas, fortalezas e oportunidades que o rodean. Finalmente, sinálanse as liñas estratéxicas, os indicadores e cronograma para concretar esa proposta de mellora con corpo de Plan Estratéxico e de Dirección, intentando minimizar as debilidades, evitar as ameazas, potenciar as fortalezas e aproveitar as oportunidades, tomando datos dos concellos nos que operamos os membros deste grupo de traballo.
Galicia has 315 city councils, of which, 102 have a population of between 2.001 and 5.000 inhabitants. This fact shows the importance that these organisms have in the Autonomous Community, and allows us to pose the challenge that their correct structuring and management will have a positive effect in Galicia as a whole. This will be the mission of this study: to establish a proposal of improvement of this average city council reflected in both a Strategic and Direction Plan with the purpose of optimising the resources and keeping an excellent level of efficiency and efficacy of the services rendered.To address this study, we firstly do a strategic diagnosis of this average local administration, describing the functions that it regularly fulfils and analysing the weaknesses, threats, strengths and opportunities that surround it. Finally, we point out the strategic lines, the indicators and the timeline to specify this proposal of improvement with the corpus of a Strategic Direction Plan. Subsequently, we try to minimise the weaknesses, avoid the threats, boost the strengths and take advantage of the opportunities, gathering data from the city councils where the members of this group work.
