Resumen de France : la transition est en marche. Alternatives pour un nouveau modèle

This article is the second to come out of the forum devoted, in this issue, to the question of “France between declinism and transition”. With repeated economic and social crises, an ecological crisis and the constraints arising out of the campaign on climate change, France has been up against it for almost half a century and can scarcely put off any longer what has become an inevitable change of its socio-economic model. Is it able to meet this challenge? In the first strand of this forum, Pierre Bonnaure, assessing France’s situation in the light of the “declinist” literature of recent decades, showed how the country is still a long way from overcoming its crisis. In this second strand, Cécile Désaunay stresses, by contrast, the many –often pioneering– initiatives burgeoning in France in the field of the “sharing”, “access” or “circular” economy, which are aimed at setting the country on a path of (ecological) transition.
Drawing on almost a dozen studies that highlight approaches, projects and individuals moving in this direction –and having achieved results– she shows that there are real alternatives to the current socio-economic model. These are very much “bottom-up” initiatives, grassroots projects, local citizen initiatives, the successes of which can be transposed to a wider level and reboot the general economy, while improving the country’s resilience and setting it on the path of transition. But this requires these initiatives to be recognized and actively supported by the public authorities at every level.

Cet article constitue le deuxième opus du forum consacré, dans ce numéro, à la France entre déclinisme et transition. Crises économiques et sociales à répétition, crise écologique, contraintes liées à la lutte contre le réchauffement climatique : la France est acculée depuis près d’un demi-siècle et ne pourra guère repousser plus longtemps un changement de modèle socio-économique devenu incontournable. Est-elle en mesure de relever ce défi ? Dans le premier volet de ce forum, Pierre Bonnaure, dressant un diagnostic de la situation de la France à l’aune de la littérature « décliniste » des dernières décennies, montrait combien le pays est encore loin de la sortie de crise. Dans ce second volet, Cécile Désaunay met au contraire l’accent sur les nombreuses initiatives en germe en France, souvent pionnières, dans le secteur de l’économie collaborative, de fonctionnalité, circulaire…, visant à mettre le pays sur le chemin de la transition (écologique).
S’appuyant sur une petite dizaine d’ouvrages mettant en avant des démarches, projets, acteurs…, œuvrant en ce sens et ayant obtenu des résultats, elle montre qu’il existe de réelles alternatives au modèle socio-économique actuel. Celles-ci passent assurément par ce qu’on appelle le « bottom-up », à savoir des initiatives émanant de la base, des citoyens, de petites structures, de l’échelle locale, dont les succès ou les avancées peuvent essaimer à un niveau plus « macro », et relancer le moteur économique tout en améliorant la résilience du pays et son insertion sur la voie de la transition. Mais ceci suppose que ces initiatives soient in fine reconnues, et activement soutenues par les pouvoirs publics à tous les niveaux.
