  • The article discusses the role of judges in interpreting U.S. statutes that govern foreign policy, adapted from a speech delivered by U.S. Second Circuit Court of Appeals judge José A. Cabranes at the New York City Bar Association in 2015. The author argues that judges should have a restrained role in U.S. foreign policy per the concept legal nonintervention and not apply U.S. law outside U.S. borders
