    • Gianfranco Miglio (1918-2001) became a public figure as a member of parliament during the last ten years of his life, where he worked with the purpose of offering his contribution in carrying out Italy´s constitutional reforms. In this role, he became widely known especially for his “federal”; however his reflections – and his direct experience – on the difficulty of concretely executing the constitutional reforms in Italy are quite interesting as well, especially with regard to the particular form of government to be preferred (in relation to this topic it is worth noting that only at the very end of his life Miglio leaned towards presidentialism). Both of these topics are pretty much in the limelight. In particular, apart from the content of the possible reforms which may be carried out, it is evident how difficult it is to identify even one method of reform of the political- institutional system broadly shared by political forces and public opinion.
