    A response to the worrying question of the future of depressed rural areas seems to have been found over recent years through the use of information and communication technologies. It seems natural, therefore, to reflect on the conditions in which this form of territorial development takes place. In this context, over the last 15 years, the rural canton of St- Laurent-de-IMeste (in the department of Hautes- Pyrénées) has experienced a major reorganisation inspired by a strong political will. The process was first characterised by restructuring with the development of the territory, and then by reorientation with the creation of a multi-media centre and a small-firm incubator. Study of these experiences shows a twofold process of appropriation, linked on the one hand to the creation of a local culture of information and communication technologies and on the other to the integration of innovative forms of communication in a project of territorial development. Apart from the encouraging results obtained at St- Laurent-de-Neste, the question of 'information and communication technologies and territories' invites reflexion on the possibilities of modelling this experience and of its reproduction.

    La question préoccupante du devenir des espaces ruraux en crise semble avoir trouvé ces dernières années une réponse avec le recours aux TIC. Il apparaît donc naturel de s'interroger sur les conditions dans lesquelles ce mode de développement territorial se produit. Dans ce registre, le canton rural de Saint-Laurent-de- Neste (Hautes-Pyrénées) a fait l'objet depuis 15 ans d'une refondation largement portée par une volonté politique forte. Le processus s'est opéré d'abord en termes de requalification avec la mise en valeur du territoire, puis en termes de redéfinition avec la création d'un centre multimédia et d'un incubateur d'entreprises. L'observation de ces expériences a mis en évidence une double dynamique d'appropriation, avec d'une part l'installation d'une culture locale des TIC, et d'autre part l'intégration de moyens de communication innovants dans un projet de développement territorial. Au-delà de résultats encourageants qui ont été obtenus à Saint-Laurent-de-Neste, la problématique "TIC et territoire" invite à réfléchir aux perspectives de modélisation et de reproductibilité de ce type d'expériences.
