  • The global warming –either it is true or false hypothesis– has beenbuilt into the policy making both in national and international level. Publicfinances are recommended to be involved into the funding of mitigation andadaptation. The purpose of the paper is to gather the challenges and dilemmas implied by the climate change on fiscal spending and revenues, responsibilities and opportunities, balance and debt.
