    • Systematic efforts examining municipal open space protection remain limited, and untethered from innovative green infrastructure concepts. Generic and specialised literature on successful policy formulation is synthesised into a framework of influences of success: civic resources; problem identification; and, policy logic, and applied to three policies in San Antonio, Texas. These factors emerge as critical determinants of whether open space efforts effectively address the problem at hand. The study provides a robust explication of the relative success of a central park effort, a land acquisition program to protect water supply and a parkland dedication ordinance.
