El complejo de doctrina, ciencia y diversa práctica que conforma la Política social, nació como respuesta a la cuestión social derivada del industrialismo. Relacionados de un modo aparentemente dialéctico, sin solución, liberalismo y socialismo se lanzaron a la conquista del Estado, entendiendo éste como un instrumento potentísimo desde donde expandir sus programas e ideología, que originariamente aparecieron como de carácter social y no político. Es por ello que, cuando nuevos movimientos sociales vuelven a pedir que determinados ideales de igualdad y de justicia social sean adoptados por el Estado para ser desarrollados desde éste, nos parece oportuno señalar que no toda la doctrina entendió que el Estado fuera el vehículo adecuado para impulsar ciertos cambios sociales.
Social policy is an ensemble of doctrine, science and practice that was born as a response to the social question arised from industrialism. Apparently related in an unavoidable and dialectical way, liberalism and socialism took to the conquest of the state, as both understood that the state is a very powerful tool from which they could expand their programs and ideologies, even if they originally had a social and not political nature. That is why, when new social movements are again requesting that certain ideals of equality and social justice should be driven by the state, it seems appropriate to point out that not every doctrine held that the State was the right vehicle to promote certain social changes.
