The article reports on the decision of the U.S. to retain tactical nuclear weapons in Europe and its plan of to modernize the weapons as well as its nuclear weapons arsenal back home. Topics discussed include the high costs of the planned upgrades for the B61-4 bomb and the state of nuclear disarmament under the second term of U.S. President Barack Obama. Also discussed are nuclear arsenal modernization efforts in China, Europe, and South Asia wherein future nuclear arsenals could be handled in unpredictable ways by fragile countries.
