  El puerto, infraestructura con vida propia, se entrelaza en la mayoría de los casos con el entramado urbano municipal; y la creciente necesidad de entender y clarificar las relaciones entre el puerto y la ciudad obliga a hacer una reflexión sobre las oportunidades que se ofrecen para encontrar un equilibrio entre dos lógicas intrínsecamente diferentes: el mundo semi-cerrado de los puertos y el mundo abierto de las ciudades.
