The article discusses research by Gareth Olds of Harvard Business School that shows how government assistance can encourage entrepreneurship. Olds compared rates of self-employment and business ownership among parents whose children qualified for participation in the U.S. State Children's Health Insurance Program before and after that law was enacted in 1997. He found that both increased after the measure took effect.
