    • Dr Norris expresses concern that financial incentives1 may have had only the effect of driving a temporary focus on blood pressure measurements in our study, and due to regression to the mean, falsely produced an association between incentives and the study outcome measure. It is important to note that blood pressure measurements were performed by the nurses in the primary care clinic, who followed a standard Veterans Affairs guideline.2
