La l. 21 febbraio 2014, n. 10 costituisce l’ultimo tassello di un mosaico inaugurato nel 2010, dopo la prima condanna per “sovraffollamento” inflitta dalla Corte di Strasburgo al nostro Paese. È presto per dire se i reiterati interventi “svuotacarceri” saranno valutati dalla Corte europea come interventi strutturali, anche se i dati ufficiali evidenziano un significativo calo di presenze.
