  Citizens of democratic states in the early twenty-first century are frequently extremely critical of such key institutions as parties, legislatures, and politicians. Nonetheless, the term «democracy» designates a legitimate political system in many parts of the world. How democracy acquired this status deserves much attention from historians. Before the late eighteenth century revolutions, the term was generally taken to be a negative one. By the early twentieth century important movements in many parts of the world were claiming this label. Many movements do so in the twenty-first. In addition, in the twentieth century, the government of the rising hegemonic power, the United States, was justifying its actions in the world, including its wars, as in support of democracy, and has continued to do so in the new century
