    • Globalization of communication requires global regulatory instruments in order to efficiently protect privacy and personal data. Yet relevant binding international instruments are still rare and predominantly regional, like the 108 Convention of the Council of Europe or the 95/46 EC Directive. As political, economic and most of all cultural differences are huge from one continent to another, universal standards, through extremely needed, seem out of reach for classical international instruments. Thus only alternative solutions might prompt transnational companies or organizations to be more respectful of privacy; binding corporate rules, new terms and conditions of internet platforms, specific ISO norm are emerging solutions. This bottom up approach may pave the way for a globlal consensus. The establishment of an international multistakeholder structure, modelled on the Internet Governance Forum, but dedicated to privacy issues only, would coordinate existing initiatives and boost novel ones.
