  We have among us Richard Yvon Bourhis from Quebec, a teacher in the Psychology Department of the University of Montreal. Investigator and author of many articles, he is a special advisor in the following organisations: "Commissariat aux Langes officielles" of Canada (Official Languages Committee), "Conseil de la Langue Française" of Quebec (French Language Board) and, in our case, General Secretary for the linguistic policy of the Basque Government. That is the reason why we have brought him to these pages, to talk about the ins and outs of the linguistic policy that is being shaped in the Basque Autonomous Community. It has been our intention to especially study in depth: the sociolinguistic survey adjusted by Mr. Bourhis himself with Fishman, and undertaken in the whole Basque Country by HPIN, collaboration among all sectors within the country and the dispute, always complicated, concerning territoriality.
