    Para comprender el pensamiento de Bush es necesario analizar la corriente de ideas que inspiran a sus asesores y nutren su dinámica. En este trabajo el autor percibe el propósito de estimular las empresas militares contribuyendo a crear una atmósfera capaz de dar la sensación de que existe urgencia e imperiosa necesidad de ello y por eso, dice Gobbi, debe afirmarse la existencia de países que amenazan la seguridad americana, factor indispensable para propiciar una política armamentista y demostrar la seriedad de la administración republicana para enfrentar tales amenazas.

    To understand Bushes thinking it is necessary to analyze the flow of ideas that inspire his assessors. In this work the author perceives the aim of stimulating military campaigns which contribute to create the atmosphere that gives the impression that such a campaign is urgent or necessary. He also points that the existence of countries that threaten the American safety has to be proved in order to establish an armaments policy and show the responsibility of the republic administration at the time of facing such threats.
