Resumen de Pagamentos por serviços ambientais: uma inflexão paradigmática no desenvolvimentismo desterritorializador?

  The development strategies of the capitalist economic system, throughout history, were guided in the externalization of man to nature, through the diffusion of the modern myth of unspoiled nature where the speech began to spread that the conservation of natural resources only could occur if the man was not inserted in nature, as if it were possible to separate them. Currently, however, there was a change of plans and looks on the environmental issue, and people living in areas environmentally preserved gone on to become actors and not mere extras, thus resulting discussion on Payments for Environmental Services. The aim of this study was to analyze the emergence of the discussion on Payments for Environmental Services and its paradigmatic inflections in deterritorializor developmentalism. What can be inferred is that the Payment for Environmental Services established a new world geopolitical order, because the "developed" countries have become concerned only in passing financial resources to countries with natural resources without questioning the rampant consumption and destructive productive logic.

  As estratégias desenvolvimentistas do sistema econômico capitalista, durante toda a história, pautaram-se na exteriorização do homem à natureza, por meio da difusão do mito moderno da natureza intocada, onde difundia-se o discurso de que a conservação dos recursos naturais só poderia ocorrer se o homem não estivesse inserido no ambiente, como se fosse possível separá-los. Porém, atualmente, houve uma transformação de olhares e planejamentos sobre a questão ambiental, e os povos residentes nas áreas conservadas ambientalmente passaram a se tornar protagonistas e não mais meros figurantes, surgindo assim a discussão sobre Pagamentos por Serviços Ambientais. O objetivo deste trabalho foi analisar o surgimento da discussão sobre Pagamentos por Serviços Ambientais e suas inflexões paradigmáticas no desenvolvimentismo desterritorializador. O que se pode inferir é que o Pagamento por Serviços Ambientais estabeleceu uma nova ordem geopolítica mundial, pois os países “desenvolvidos” passaram a se preocupar somente em repassar recursos financeiros aos países detentores de recursos naturais sem questionar o consumo desenfreado e a lógica produtiva destrutiva.
