A legislação portuguesa sobre o ambiente, até 1998, felizmente publicada em livro, nunca fala especificamente em riscos naturais e não dedica senão algumas palavras a certos problemas dizendo respeito aos riscos, quando trata da reserva ecológica nacional (REN) e dos planos de desenvolvimento municipal (PDM). Encontram-se referências a algumas limitações de construção na margem dos rios, já que elas correspondem a um espaço de utilização colectiva, e ao litoral, dado que é preciso proteger as dunas ou as arribas. Encontram-se também algumas indicações sobre a prevenção de fogos florestais. Todavia, os governantes portugueses criaram um esquema de protecção civil a três níveis (local, regional e nacional) para a prevenção e gestão dos riscos em geral e dos riscos naturais em particular

Portuguese legislation about the environment, untill1998, happily published in one only book, never refers natural hazards. References to these problems can be founded in the texts about national ecologic reservation (REN) or about municipal development plans (PDM). That is the case of some limitations to build in the proximity of rivers, because of the collective fruition of those areas, and near the sea, in order to protect dunes and cliffs. We can find, also, some indications about the prevention of forest fires. However, Portuguese government organized a system of civil protection based on three levels (local, regional and national) in order to prevent hazards and to manage crisis.
