    From 1989 to 2016, media coverage of intelligence changed significantly with growing uncertainties over contemporary developments in international relations. The same phenomenon occurred across all intelligence services, contrasting greatly with their discretion during the Cold War. This period also saw the French intelligence agencies adapting to operations within an intelligence community, which was reflected in a broadened scope of activity. At the same time, the pooling of intelligence resulted in aggregating the competences of several ministries. These developments reflected not only the politicisation of intelligence, but also the integration of internal security at the political level. But rather than boosting domestic intelligence in its diverse forms, the result has been to marginalise territorial intelligence gathering on the pretext of digitising intelligence and security services, based on an unfounded belief in interceptions that has an impact on their capacities for analysing.

    De 1989 à 2016, le renseignement a connu une mutation dans sa médiatisation, en raison de l’évolution incertaine des relations internationales. Ce phénomène touchait tous les services, tranchant avec leur discrétion pendant la guerre froide. Cette époque a également été marquée par une adaptation du renseignement français à un fonctionnement communautaire, reflétant l’élargissement de son périmètre. Dans le même temps, cette mutualisation du renseignement agrégea les compétences de plusieurs ministères. Au-delà d’un simple effet de politisation du renseignement, elle ne fait que refléter une prise en compte de la notion de sécurité intérieure au niveau politique. Mais, au lieu de favoriser le renseignement intérieur dans sa diversité, le renseignement territorial se trouve marginalisé sous prétexte d’informatisation des services de renseignement et de sécurité et d’une croyance illusoire dans les interceptions qui impacte leurs capacités d’analyse.
