    • He added that the country's top 10 rare earth producers, including Minmetals, Chalco and Baotou Steel Rare Earth Hi-Tech, now control 99% of official national output, and 61.5% of the country's rare earth separation capacity.

      Two national rare earths trading platforms - the Baotou Rare Earth Product Exchange Co. Ltd in Baotou, northern China, and the Jiangxi Ganzhou Rare Metals Exchange in Ganzhou, southern China - were established last year, but have yet to begin commercial transactions.

      The restructuring of China's rare earths industry lead to a fourfold increase in export prices for rare earths in 2011, prompting the large buying regions of Europe, Japan and the US to challenge China's trade policy through a World Trade Organization dispute panel.
