Migration et asile en Serbie: une européanisation des politiques publiques et associatives?

    Since 2007, growing influxes of migrants are crossing Serbia on their way to Western Europe. Their presence results on the one hand from the rearrangement of the borders on the margin of the Schengen zone, and on the other hand from the transformation of Serbian migratory and asylum policy. The article questions the Europeanization of public action towards migrants based upon observations in the city and camps where migrants gather, and analysis of the institutional viewpoints of government and non-government agencies. This process of Europeanization is represented by the co-production of a “migratory order” by the numerous actors who justify their actions using various scales of reference (local, national, european)

    Depuis 2007, des flux croissants de migrants parcourent la Serbie en route vers les pays d’Europe occidentale. Leur présence résulte à la fois d’une recomposition des frontières aux marges de l’Europe de Schengen et d’une transformation de la politique migratoire et d’asile en Serbie. L’article interroge l’européanisation de l’action publique en direction des migrants à partir de l’observation des lieux de polarisation des étrangers dans ce pays et d’une analyse des discours institutionnels gouvernementaux et non-gouvernementaux (UNHCR, associations). L’européanisation de l’action publique prend la forme d’une co-production d’un ordre migratoire par des acteurs multiples, qui fonde leur positionnement sur une variété d’échelle de référence (locale, nationale, européenne)
