En el ámbito de la Cooperación al Desarrollo intervienen multitud de actores que tienen como instrumento final de ejecución a los cooperantes y voluntarios. Sus estatutos jurídicos establecen objetos de intervención semejantes pero con condiciones muy diferentes en lo que respecta a obligaciones, derechos y garantías. Con motivo de este estudio hemos puesto de relieve los marcos jurídicos que regulan ambas figuras en España, así como analizado sus principales diferencias. En este sentido, dado que no se trata de una realidad aislada, ha sido preceptivo realizar un breve análisis del proceso de modelado de la realidad internacional en la materia, surgida fundamentalmente con la aparición de la ONU, sus organismos especializados y la UE, cuyas aportaciones han sido decisivas para la configuración del actual sistema de Cooperación al Desarrollo

Many actors taking part in the field of Development Cooperation often engage aid workers and volunteers for executing the implementation of their programmes. The respective legal regimes applicable to aid workers and volunteers establish similar aims, but conditions are very different in terms of obligations, rights and guarantees. On the occasion of this study we have examined the legal frameworks that regulate both figures in Spain, as well as analysed their main differences. Furthermore, since the matter at hand does not constitute an isolated reality, it has been mandatory to make a brief analysis of the process of modeling the international legal frames in this area, which arose mainly with the emergence of the UN, its specialized agencies and the EU, whose contributions have been decisive for the configuration of the current system of Development Cooperation
