This article argues that insights from agent-based analysis can be key to successful implementation of renewable energy programs. Following the general introduction, a formal framework and the key elements for an agent-based analysis are put forward along with a heuristic description of the energy landscape. The methodology for the case study is presented followed by details of the conceptual agent-based structure. The framework is applied to renewable energy policies in Germany from 1991-2007.
