  Muchos asuntos llegan a la próxima cumbre de la OTAN en Varsovia bien encauzados; otros serán objeto de discusión al máximo nivel para consensuar las decisiones que deben ser adoptadas. Los principales debates se centrarán en los siguientes asuntos: completar el camino del aseguramiento a la disuasión; equilibrar la respuesta a las amenazas presentes en los flancos este y sur; incrementar la cooperación entre la OTAN y la UE; la relación con Rusia, y el grado de cumplimiento de los compromisos alcanzados en la cumbre de Gales sobre inversiones en defensa. La cumbre de Varsovia será valorada especialmente en relación a dos aspectos esenciales: la respuesta detallada a las distintas percepciones de los aliados sobre las realidades estratégicas actuales, y la firmeza y credibilidad del mensaje disuasorio enviado. Una respuesta estratégica clara, sólida y equilibrada, conseguirá que la Alianza mantenga su cohesión ante los importantes desafíos a los que debe hacer frente y justificará que la cumbre sea considerada como un éxito.

  Many of the issues to be discussed at the next NATO Summit in Warsaw have already been determined; others will be the subject of discussion in order to reach the decisions which will have to be made. The main debate will focus on the following issues: completing the work to move from reassurance to deterrence, identifying a balanced response to the current threats on the Eastern and Southern flanks, increasing cooperation between NATO and the EU, relations with Russia and the progress made on the commitments concerning defence investment formulated at the Wales Summit. The Warsaw Summit will be judged mainly in relation to two essential issues: the detailed response to the Allies’ differing perceptions of the current strategic situation and the strength and credibility of the deterrent message sent. A clear, strong and balanced strategic response will ensure that the Alliance maintains its cohesion in the face of today’s important challenges and that the Summit is considered a success.
