  • This article looks at the efforts of John Young, an acquisition official for the Pentagon, to create a policy that goes beyond competitive bidding in order to fill government contracts. Young had two groups competing for the government's business in one deal and he ordered them to develop two prototypes before he would order. It won't be easy for Young to push his agenda forward to make prototyping the normal prepurchase option but he is determined to cut waste by trying. INSET: Attracting the Next Generation.
