  En este capítulo se describen los objetivos y la repercusión de la Iniciativa Legislativa Popular sobre las Asociaciones de Consumidores de Cannabis (la Rosa Verda) que se presentó al Parlamento de Cataluña en 2015. Describe los antecedentes socio-legales del movimiento del club de cannabis en términos de derechos humanos y establece el contexto político, social y jurídico en el que se redactó la iniciativa. Se evalúa la importancia nacional de esta iniciativa en cuanto a su influencia en la calidad del debate político sobre el tema de la regulación del cannabis.

  This chapter outlines the objectives and achievements of the Citizens Legislative Initiative on the Associations of Cannabis Consumers (the Green Rose) that was laid before the Parliament of Catalunya in 2015. It reframes the sociolegal background of the cannabis club movement in human rights terms and sets out the political and socio-legal context in which the initiative was drafted. It evaluates the national importance of this initiative in terms of its influence on the quality of the political debate on topic of cannabis regulation.
