Resumen de The evaluation and comparison of the efficiency of state and private hospitals using data envelopment analysis approach to evaluate the impact of ownership on efficiency (case study State and private hospitals of mashhad city)

  • Today, due to the increase of health costs, the comparison of their performance and efficiency is of great importance. The present study is aimed to evaluate the relative efficiency of state and private hospitals of Mashhad city to evaluate the effect of type of ownership on efficiency. The present study has been performed for the first time in Iran. The study is applied in terms of purpose and data collection method is descriptive-field. In this study, the efficiency of 12 state hospitals and 9 private hospitals is calculated. To do this, BCC method as the input of modified variable of Data envelopment analysis is used. Three factors “Number of personnel of medicine”, “number of nursing personnel” and number of “active beds” are used as inputs and three factors “bed, total admittance day”, “number of surgeries” and “the number of out-patients” are selected as outputs. For data analysis, DEA-Solver and DEA-Frontier software are applied. 12 hospitals are in efficiency frontier. The mean technical efficiency is 0.75, allocation efficiency 0.894 and scale efficiency 0.757. The modeling method of inefficient units from reference units is explained and the efficient hospitals are ranked. The results showed that state hospitals had high efficiency, privatization in treatment sector was not efficient and private hospitals by taking model of state hospitals can increase their efficiency.
