    La educación superior se orienta hacia el bien común, su transformación en el Ecuador se basa en recuperarla como un bien público, generar un intelecto colectivo social, construir una sociedad del conocimiento, promover la investigación científica, la calidad de la enseñanza y la mejora de la gestión administrativa. El Objetico de la investigación fue analizar la conformación de los ingresos del presupuesto destinado a la Educación Superior en Ecuador y la importancia del Fondo Permanente de Desarrollo Universitario y Politécnico (FOPEDEUPO) en su financiamiento. La investigación es de tipo exploratoria-descriptiva, ya que pretende dar un enfoque general y detallado sobre la conformación del presupuesto universitario ecuatoriano y la necesidad de mantener el Fondo Permanente de Desarrollo Universitario y Politécnico. La información se la obtuvo de los diferentes organismos involucrados, Ministerio de Finanzas, BancoCentral del Ecuador y otros

    Higher education is oriented towards the common good, its transformat ion in Ecuador is based on getting it back as a public good, generating a social collective intellect, building a society of knowledge, promoting scientific research, the quality of education and the improvement of administrative management. The object ive of the research was to analyze the structure of incomes in the budget for Higher Education in Ecuador and the importance of the Permanent University and Polytechnic Development Fund (FOPEDEUPO) in its funding . The research is exploratory - descriptive, as it seeks to give a widespread and detailed approach on the conformation of the Ecuadorian university budget and the need to keep the Permanent University and Polytechnic Development Fund . The information was obtained from the different bodies involved, Minis try of Finance, Central Bank of Ecuador , and others.
