Resumen de Para um crescimento mais sustentado: reajustar a inovação tecnológica

Still living with the consequences of an economic crisis, the European Union and the governments of the member states have to rethink the targets and the established and accepted goals. There is a clear need to balance public and corporate finance at national, regional and local. However, the prudent management of expenses may not lead to reduced investment in human capital (education), innovation and research, because these are basic elements for a return to growth. This article aims to present some thoughts on ways to address the challenges in the relationship between growth and innovation, highlighting its technological dimension because it influences not only the industrial development, but also the field of services, requiring alternative formulation of a new approach that enables the continuous incorporation of technological change on economic decisions in the institutional framework. Highlighting the need to be created and maintained a culture of innovation, this article suggests some work proposals that can focus adjustment lines on which the European Union should commit to short and medium term.

Vivendo ainda as consequências de uma crise económica, a União Europeia e os governos dos estados-membros têm de repensar os objectivos definidos e as metas estabelecidas e aceites. Existe uma clara necessidade de reequilibrar finanças públicas e empresariais a nível nacional, regional e local. Porém, a gestão prudente dos gastos não pode conduzir a um investimento reduzido no capital humano (educação), na inovação e na investigação, por estes serem elementos básicos para um regresso ao crescimento. Este artigo pretende apresentar algumas reflexões sobre modos de enfrentar os desafios que se colocam nas relações entre crescimento e inovação, sublinhando a sua dimensão tecnológica porque esta influencia não só o desenvolvimento industrial, mas também o domínio dos serviços, exigindo a formulação alternativa de uma nova abordagem que possibilite a incorporação contínua da mudança tecnológica em decisões de natureza económica no enquadramento institucional. Destacando a necessidade de ser criada e mantida uma cultura de inovação, este artigo sugere algumas propostas de trabalho que possam focalizar linhas de ajustamento nas quais a União Europeia deverá comprometer-se a curto e a médio prazo.
