Resumen de Os ventos da Guerra Fria sopram sobre as Américas: As relações Cuba-URSS vistas pela diplomacia brasileira (1959-1962)

  This article discusses how the Cuban Revolution significantly altered the relations among the countries in the American continent. For the Kennedy government, Fidel Castro represented the greatest intimidation to his hegemonic domination in the Americas. In a period of less than two years, there were many disputes between the United States of America and the Republic of Cuba. Some of them were treated with diplomacy level, but others, were treated through the use of military force. Brazil did not go beyond these disputes. According to its Política Externa Independente, the Goulart government was involved in the Cuba issue. Even in the midst of the emergence of a new Council of Ministers and concerned about the elections that would happen, the Brazilian government was paying attention to that small island in the Caribbean and to the actions of the US government. One of them, in particular, was the object of great interest by President João Goulart and Prime Minister Hermes Lima: the meeting of Secretary of State Dean Rusk with representatives of the Latin American countries at the Organization of American States (OAS).

  Este artigo aborda como a Revolução Cubana alterou significativamente as relações entre os países no continente americano. Para o governo Kennedy, Fidel Castro representava a maior ameaça ao seu domínio hegemônico nas Américas. Em um período inferior a dois anos, muitas foram as desavenças entre os Estados Unidos da América e a República de Cuba. Algumas foram tratadas ao nível da diplomacia outras através do emprego da força militar. O Brasil não passava ao largo dessas disputas. Em razão de sua Política Externa Independente, o governo Goulart se via bastante envolvido na questão de Cuba. Mesmo em meio a emergência de um novo Conselho de Ministros e preocupado com as eleições que se realizariam, o governo brasileiro não deixava de prestar atenção naquela pequena ilha do Caribe e nas ações do governo dos EUA. Uma delas, em especial, era alvo de grande interesse do presidente João Goulart e do primeiro-ministro Hermes Lima: o encontro do secretário de Estado, Dean Rusk, com os representantes dos países latino-americanos junto à Organização dos Estados Americanos (OEA).
