Resumen de Tratado sobre la Prohibición de las Armas Nucleares: ¿avance hacia el desarme nuclear?

El trabajo de la Conferencia de Naciones Unidas para negociar un instrumento jurídicamente vinculante que prohíba las armas nucleares y conduzca a su total eliminación ha culminado con la aprobación del Tratado sobre la Prohibición de las Armas Nucleares (TPAN). El éxito de este hito ha quedado empañado por la ausencia, tanto en su redacción como en la votación, de las potencias nucleares y sus aliados.
Concebido con el objeto de fortalecer y avanzar en el cumplimiento del artículo VI del Tratado sobre la No Proliferación de las Armas Nucleares, ahora el TPAN se enfrenta al reto de involucrar a los Estados realmente afectados por su contenido. Este documento de opinión analiza el contexto, introducción y articulado del nuevo Tratado, intentando explicar las posturas de impulsores y detractores e identificando un camino de encuentro que responde a la pregunta planteada: ¿Constituye el nuevo Tratado un avance hacia el desarme nuclear?

Work of the United Nations Conference to Negotiate a Legally Binding Instrument to Prohibit Nuclear Weapons, Leading Towards their Total Elimination has obtained the passing of the Treaty on the Prohibition of Nuclear Weapons (TPNW). This achievement could be considered a success, but absence of main nuclear weapons powers and the allies in both negotiations and voting cast a shadow over what should have been a unanimous international victory. The TPNW has been conceived to strengthen and progress towards full compliance of Article VI of the Treaty on the Non Proliferation of Nuclear Weapons, and from now on it faces the challenge of involving those States concerned about its contents. This opinion document analyses context, introduction and articles of the new Treaty, trying to explain postures of promoters and opposing sides, and identifying a convergent pathway that could answer the question posed: Is the new Treaty a progress towards nuclear disarmament?
