Los asentamientos informales corresponden a una de lasexpresiones más relevantes de la pobreza urbana. A pesarde que no existen modelos teóricos o empíricos que dencuenta de su real complejidad, existe cierta evidenciareciente que puede servir de base para una futura investigación.En este trabajo se analizan tres problemas que,integradamente, exigen comprender este fenómeno másallá de la realidad de quienes ahí viven, intentando mostrarque la demanda específica de los pobladores no sólobusca mejorar su precariedad habitacional, sino ademástener un acceso adecuado a la ciudad y a las oportunidadesque ésta ofrece. En primer lugar, se revisan algunosdatos recientes de Chile que indican que, pese a la enormevulnerabilidad de estos hogares, sus ingresos puedensuperar en muchos casos al del grupo pobre. Vivir en unasentamiento informal aparece -en estos casos- comouna estrategia que los hogares movilizan para reducir suvulnerabilidad o riesgo de caer/permanecer en pobreza,cediendo calidad de vivienda a cambio de mejor localización.Por último, se presentan algunos antecedentes queintroducen la mirada del capital social y algunas recientespautas de participación para la superación de la pobreza,como una buena guía para acoger en forma eficaz la demandaestos hogares

Slums are one of the most relevant expressions of urbanpoverty. There are no current theoretical or practical modelsto explain their real complexity. Nevertheless, thereis recent evidence that could be useful as a starting pointin a future investigation. In this work, we will analyzethree problems or challenges that, seamlessly, demandunderstanding this phenomenon beyond the reality ofpeople living in slums. We will demonstrate that peoplein slums demand not only aims to improve their housingconditions, but also a better access to the city and the limitedopportunities that it offers. This work takes a viewover some recent information from Chile, to evince that inmany cases the incomes of people living in slums exceedthe ones from the poorer groups. Living in a slum appearsinthese cases -as a strategy that families use to reducetheir risk of becoming really poor. Forced to choose, familiesseem to prefer a better scenario of opportunitiesrather than quality housing. At last, we present some discussionsabout social capital and some recent participationguides to overcome poverty that can be useful as areference to admit the demands from the people in slumsin an effective way. The need of a house and of a dignifyingaccess to the city seems as the two main challenges of theinhabiting form of the great masses of actual population.
