Evaluación de la calidad en la construcción de viviendas en Matanzas.

    Las labores de construcción, mantenimiento y conservación del fondo habitacional se encuentran dentro de las prioridades del Estado cubano, como se recoge en los lineamientos para la política económica y social del Partido y la Revolución y velar por la calidad en su ejecución es de significativa importancia para satisfacer las demandas de los clientes, la utilización racional de los recursos que se invierten y disminuir los costos.

    Sin embargo la revisión bibliográfica efectuada demuestra la no correspondencia entre el grado de implantación de herramientas novedosas de gestión y la percepción de los explotadores sobre la calidad del producto final: las viviendas, así como la eficacia y la eficiencia del proceso, por lo que se necesita analizar cómo influye el diagnóstico de las dificultades en las obras de construcción de viviendas, a través de los controles y las inspecciones estatales que se efectúan en los distintos momentos del Proceso Inversionista, en la calidad de las obras terminadas y la satisfacción de los explotadores.

    Una mirada a la evolución de las construcciones de viviendas en Cuba, permite la valoración de que desde los primeros momentos, las modificaciones que se van produciendo, están relacionadas con la calidad en función de mayor confort, habitabilidad y seguridad. Estas valoraciones permiten un acercamiento a la manera en que la calidad en la construcción de viviendas es analizada en Cuba y en el mundo y su comparación logra el establecimiento de los parámetros a medir al evaluarlas en estos momentos, realizándose el levantamiento de las dificultades detectadas en los últimos 5 años en la provincia y la valoración de las mismas en una obra en construcción en las diferentes etapas de este proceso.

    Se diagnostica que en esta obra en construcción no se trabaja en la implementación de los Lineamientos de la política económica y social del partido y la Revolución, al detectarse el desconocimiento de los mismos.

    Los métodos empleados permiten llegar a conclusiones, en las que se reitera que el incumplimiento de las normativas vigentes, con la presentación de las no conformidades en las obras que se ejecutan, van en detrimento de la calidad de las viviendas entregadas.

    The construction works, maintenance and conservation of the residence fund are one of the priorities of the Cuban State, it is picked up in the economic and social politics strategies of the Party and the Revolution and to look after the quality in their execution has a significant importance to satisfy the demands of the clients, the rational use of the resources invested and diminish the costs.

    However the bibliographical revision demonstrates the non correspondence among the grade of installation of administration novel tools, and the perception of the exploiters about the final product quality: the residencies, as well as the process effectiveness and efficiency, so it is necessary to analyze how it influences the diagnosis of the difficulties in the works of the residencies construction, through the controls and the state inspections that are made in the different moments of the Investor Process, in the quality of the finished works and the satisfaction of the exploiters.

    A look to the evolution of the residences constructions in Cuba, allows the valuation that since the first moments, the modifications that are taking place, are related with the quality in function of a higher comfort, habitability and security. They allow an approach to the way in which the quality in the residencies construction is analyzed in Cuba and in the world. Its comparison achieves the establishment of the parameters to measure when they are evaluating them, being carried out the rising of the detected difficulties in the last 5 years in the province, in the state controls and inspections to the Investor Process and the its valuation in a construction work in the different stages of this process.

    It is possible to diagnose that in this construction work the strategies of the economic and social politics of the party and the Revolution are not well implemented, because of their ignorance.

    The used methods allow to reach conclusions, in which it is reiterated that the effective non-fulfilment of the actual normative, with the presentation of the non conformities in the works that are executed, goes in detriment of the quality of the given residencies.
