El presente artículo examina de forma exhaustiva el mecanismo de la cooperación estructurada permanente contemplado en el Tratado de la Unión Europea y los obstáculos que han impedido su puesta en marcha. Se analizan las posibles ventajas que se derivarían de su activación, todo ello teniendo en cuenta el contexto actual en el que nos encontramos que se analizará en gran medida a la luz de la Estrategia Global de la UE y del brexit. Finalmente, se expondrán los últimos avances institucionales que permitirán determinar si nos encontramos ante el impulso definitivo que necesita tanto la CEP para su activación como la política común de seguridad y defensa (PCSD) en general

This article examines the mechanism of Permanent Structured Cooperation (PESCO) enshrined in the Treaty of the European Union and the obstacles that have impeded its implementation. The potential benefits of its activation are outlined, all in the light of the context we are currently experiencing, which is largely analyzed in the light of the EU Global Strategy and Brexit. Finally, we will present the latest institutional advances that will determine if we are faced with the definitive impetus needed by both the CEP for its activation and the Common Security and Defense Policy (CSDP) in general
