"In the Senate bill the US department of the interior can come up with a methodology, come up with a process, apply it and update it each year," said [Katie Sweeney], who described it as "cumbersome".
The ability to block mine developments is also more limited in the Senate bill - "there aren't the restrictions on litigation challenges," said [Laura Skaer] - whereas the House bill had proposed reducing the relief available to litigants against prospective licencees, forcing them to "have some skin in the game", in Skaer's words.
She said, "it's all hands on deck right now (...) I think there is a sense of urgency to get it to the President's desk (...) we'll see what kind of horse trading takes place."
