La importancia del enfoque de los derechos humanos en los objetivos del desarrollo de sostenible.

    La importancia de la promoción e incorporación de los derechos humanos en las estrategias de cooperación y desarrollo internacional quedó plasmada en la Carta de las Naciones Unidas y en la Declaración Universal de los Derechos Humanos, como un presupuesto indispensable para la construcción de la paz a nivel mundial. Con la creación de los Objetivos de Desarrollo del Milenio (ODM) se contempló la posibilidad de incorporar los derechos humanos en cada una de sus estrategias, con el objetivo no sólo de dar cumplimiento a las estrategias de los ODM sino de trabajar en la construcción de un mundo más justo y mejor. Sin embargo, los derechos humanos no tuvieron un papel relevante en el desarrollo de dichos Objetivos, siendo ésta una de sus principales críticas. Su fallida implementación en los ODM deja de manifiesto la importante necesidad de trabajar en la incorporación de los Derechos Humanos en los nuevos Objetivos de Desarrollo Sostenible. Con la redefinición y ampliación de dichos Objetivos de Desarrollo y bajo el lema “… que nadie se quede atrás”, resulta difícil pensar que ese desarrollo tan esperado se pueda alcanzar, sin el acompañamiento de los derechos humanos, que velen por el respeto a la dignidad humana y a la justicia internacional.

    The importance of the promotion and incorporation of the human rights in the strategies of cooperation and international development remained formed of the United Nations Charter and of the Universal Declaration of Human Rights, as an indispensable question for the construction of the peace at the global level. The creation of the Millennium Development Goals (MDGs) included the possibility of incorporating human rights into each of its strategies with the objective not only of fulfilling the MDG strategies but also of working on the construction of a World more just and better. Nevertheless, human rights did not have an important role in the development of those objectives, being one of its main criticisms. Its failed implementation in the MDGs reveals the important need to work on the incorporation of human rights into the new Sustainable Development Goals (SDGs). With the redefinition and expansion of these development goals and under the slogan "... no one left behind", it turns out difficult to think that this so awaited development could be reached, without the accompaniment of the human rights, which guard over the respect to the human dignity and to the international justice.
