  • Heaven examines whether the plans of Estonia to remake the EU in its own image of being one of the most digital countries in the world is doable. It also aims to introduce a free movement of data as a "fifth freedom" as fundamental principle of the EU as the Estonia's government bureaucracy is paperless, its public services are online, and data is shared freely between state bodies, making life easier for citizens and businesses.
